People's Democracy in the Whole Process of Integration and Systematization
The third plenary session of the 20th CPC has made arrangements for improving a system of whole-process people's democracy. From the perspective of system theory,improving a system of whole-process peo-ple's democracy includes perfecting system components such as the value component,the institutional compo-nent,the procedural component,the mechanism component,and the process of being tested by practice. The value component plays a leading role and needs to be strengthened in integration;The institutional component,as the principal line,plays a role in institutional protection;The combination of procedural democracy and sub-stantive democracy is a basic requirement,and both kinds of democracy are unified;The mechanism component is the driving force and needs to be comprehensively improved;The practical process is a kind of validation and requires continuous innovation. All the components,infiltrating and interacting with each other,jointly promote the construction of the system of the people as the masters in China gradually towards integration and systemati-zation,and the system of whole-process people's democracy is thus formed.
