Platform Embedment and Governmental Adaptation in the Digital Transformation of Governance:System,Effectiveness,and Boundary——A Case Study of the Platform Construction in District F
At present,urban governance is undergoing a process of digital transformation. However,the appli-cation of digital technique to urban governance has certain limitations,embodied in the problems such as the disfunction of system coordination,the lack of the publicity of value,and the simplification of social complexity. On the basis of an analysis of the case of the platform"Definite Response to Citizen's Request"in District F,the study finds that:whether the government benefits from the platform or is subject to the platform depends on whether the government can construct an adaptation system to cope with platform embedment;there is a multi-dimensional and multifaceted interactive process between the government and the platform. In this process,the government usually adapts platform embedment with two levels of action:on the one hand,comprehensively ap-plying action strategies such as inter-organizational adaptation,mutual procedure shaping,and pluralistic inte-gration to promote the mutual integration of the government and the platform;on the other hand,restricting du-ties,procedures,and fields of the platform's participation in governance to a specific scope. While giving full play to the effectiveness of the platform in serving urban governance,it is necessary to overcome the limit of the single governance of the platform in digital transformation and thus to grasp the boundary between platform em-bedment and governmental adaptation.
