新媒体时代重析贝克:风险与知识、信息、媒介的三重勾连

摘要
贝克的"风险社会"概念广为人知,但其体现的传播观念却鲜被提及.贝克认为,风险社会也是科学、媒介和信息的社会.在风险社会中,作为知识政治主体的科学界与媒体有可能无法准确界定风险,并与社会其他权力共谋"有组织地不负责任";信息获取能力不同的个体呈现出不同的风险感知能力,从而导致风险分配的不平等;亚政治体系中的信息控制或称为主要冲突来源,独立媒介系对亚政治体系的必要外部约束,而"长尾"的媒介系统或为社会治理带来新的可能.在Web2.0 时代,贝克的传播观念为政府的风险管理与沟通机制、媒体责任与传播策略、公众认知与应对决策提供可供参考的理论视域.
Abstract
Beck's concept of"risk society"is well known,but the communication concept embodied by it is rarely mentioned.According to Beck,the risk society is also the society of science,media and information.In the risk society,the scientific community and the media,as the main body of knowledge politics,may fail to accurately define risks and conspire with other social powers to"systematically irresponsibility".Individuals with different information acquisition abilities show different risk perception abilities,which leads to unequal risk distribution.Information control in sub-politics is the main source of conflict.Independent media is a necessary external constraint on sub-political system,while the"long tail"media system may bring new possibilities for social governance.In the Web2.0 era,Beck's communication concept provides a theoretical perspective for the government's risk management and communication mechanism,media responsibility and communication strategy,public cognition and response decision-making.
