Policy Support,Competitive Pressure and Journal Development——Experience and Evidence from "Excellent Action Plan for Chinese STM Journals"
This article apply the Difference-in-Differences (DID) method to analyze the impact of the "Excellent Action Plan for Chinese STM Journals" on journal development,using data from the InCites and the CNKI. According to the emperical analysis on this paper,there's promotional effect from the "Plan" on the overall development of journal. Compared to Chinese journals,however,there's a greater policy support effect from the "Plan" on the development of English journals. Based on the relevant indicators,there's been a further research on boundaries of policy effects from the perspective of competitive pressure. The conclusion is the "Plan" offers greater policy support for journals facing greater competitive pressure. There are two suggestions as below. First,journal evaluation should be combined on both vertical comparison and transverse comparison to improve the rationality and effectiveness. Second,there should be more targetive policies for journal supportive plans to enhance the effectiveness of policy implementation.
