为推动宏观经济稳定增长,国有企业三项制度改革即劳动制度、人事制度、分配制度改革成为优化经济整体趋势和改善政策环境的关键要素.通过综合阐述国有企业三项制度改革目标,分析改革对经济、社会的积极影响,评估改革面临的人事改革阻力、分配因素复杂、经营体制约束、外部环境影响、产权制度欠缺等问题与挑战,提出深化人事制度改革、完善内部分配制度、强化管理制度创新、优化企业治理结构等对策建议,展望其未来主动融入经济全球化潮流,重塑国有企业在国内外市场核心竞争力,推动国有企业社会经济现代化进程.
In order to promote stable growth of macro-economy,the reform of the three systems of state-owned enterprises,namely the reform of the labor system,the personnel system and the distribution system,has become a key element to optimize the overall trend of the economy and improve the policy environment.By comprehensively elaborating the three system reform objectives of state-owned enterprises,analyzing the positive impact of the reform on the economy and society,and evaluating the problems and challenges faced by the reform,such as the resistance to personnel reform,the complexity of distribution factors,the constraints of the business operation,the impact of the external environment,and the lack of property rights regulation,etc.some corresponding countermeasures and suggestions were put forward to deepen the reform of the personnel system,improve the internal distribution system,strengthen the innovation of the management system,and optimize the corporate governance structure.Looking forward to the future trend of economic globalization,the core competitiveness in domestic and foreign markets of state-owned enterprises will be enhanced and the process of social and economic modernization of state-owned enterprises will be promoted through the three system reform.
