Hulunbuir City in Inner Mongolia has unique natural ice and snow resources. The hosting of 14th National Winter Games has had a significant impact on the development of the local ice and snow industry chain. By analyzing the concept and composition of the ice and snow industry chain and examining the overall development status of Hulunbuir City's ice and snow industry chain,it is found that under the influence of the 14th Winter Games,the ice and snow industry chain in Hulunbuir City has largely taken shape. However,there are still shortcomings in competitiveness,extensibility,talent,innovation,and coordination. To address these issues,the following optimization paths are proposed:greatly enhancing the leadership capacity of the ice and snow industry chain,fostering leading "ice and snow+" enterprises;creating characteristic ice and snow sports towns to extend the ice and snow tourism industry chain;establishing a talent cultivation mechanism for the industry chain to attract versatile ice and snow talents;driving the intelligent upgrade of the industry chain with innovation;and forming the Hulunbuir City ice and snow industry association to establish a coordination mechanism. It is hoped that by leveraging the opportunities and positive guidance of the 14th Winter Games and related policies,the optimization and upgrading of the industry chain can be achieved,thereby promoting the high-quality development of the ice and snow industry in Hulunbuir City.
