Research on the Management Level Improvement Strategies of Ice Sports Venues with Public Welfare Attributes in the Post-Winter Olympics Period—Taking Daqing Skating Center as an example
In the post-Winter Olympics period,ice sports venues with public welfare attributes are an important carrier for the development of ice and snow sports in China;but there is still a big gap between the operation and management level of such venues and the requirements for the high-quality development of the ice and snow sports industry.Taking the Daqing Skating Center as a case study,this paper identifies several challenges:insufficient policy guidance from higher authorities,lack of internal motivation for deep reform,heavy operational burdens,weak market development and profit-making capabilities,suboptimal functional positioning,and inflexible personnel systems.Considering the dual attributes of public welfare and commercial operations,the paper proposes several strategies for improving the management of Daqing's ice sports venues.These include aligning with national policies to enhance supply efficiency,innovating management systems to boost operational performance,improving incentive mechanisms to stimulate enthusiasm for profit generation,and optimizing market services to expand development opportunities.By fostering a shift in public welfare ice sports venues from basic availability to high-quality operations,these strategies aim to meet the public's diverse venue usage needs,support the implementation of the national fitness strategy,and contribute to the popularization and advancement of ice sports in China.
