Regarding Waging War Chapter of The Art of War,since Cao Cao annotated its title dur-ing the Three Kingdoms period,later annotators have mostly focused on the issue of"calculating its ex-penses"as its gist.However,the gist of the chapter of waging war is actually an interpretation and estab-lishment of the strategic policy of"the great object of war is victory,not lengthy campaigns".By inter-preting and defining the chapter title of waging war,it can be uncovered that its original meaning and an-notation is"making military strategies"or"formulating military strategies".With following the logical path to explore its main idea,the gist of"not lengthy campaigns"in the first,"knowing the interests"in the middle,and"the great object of war is victory"in the following has been clarified.On the basis of ac-curately interpreting the ideological connotation of Sun Tzu's"the great object of war is victory,not lengthy campaigns",and reflecting on Mao Zedong's strategic policy of"the War of Resistance against Japanese Aggression is a protracted battle,and the ultimate victory is for China",the overall and guiding nature of the military strategy established in Waging War Chapter of The Art of War can be proved.
