推进公路与光伏深度融合发展的对策建议

为推进公路基础设施能源结构优化,深化"双碳"目标下交能融合,助力公路基础设施可持续发展,本文梳理了光伏技术在公路基础设施中的主要应用场景和应用现状,针对前期实践中存在的问题,结合公路与光伏融合未来发展趋势提出了系统性推进公路与光伏深度融合发展的对策建议。在顶层设计方面,要落实交能融合一体谋划,制定"公路 + 光伏"产业发展规划,建立跨部门协调机制;在技术研发方面,要开展跨行业联合创新,出台光伏技术产品目录与标准;在推广模式方面,要探索交能融合路衍经济新模式,推进"公路 + 光伏"产业市场化;在试点示范方面,要积极推进"公路场站 + 光伏"建设,鼓励开展创新技术先行先试,稳步推进" 公路 + 光伏"工程化应用。
Countermeasures and Suggestions to Promote the Deep Integration of Highway and Photovoltaic
In order to promote the optimization of the energy structure of highway infrastructure,deepen the energy integration under the goal of"dual carbon",and help the sustainable development of highway infrastructure,the application status of photovoltaic technology in highway infrastructure was sorted out.In view of the problems in previous practice,combined with the future development trend of highway and photovoltaic integration,suggestions for systematically promoting the deep integration of highway and photovoltaic development were put forward.In terms of top-level design,it was proposed to implement the integration of energy integration,formulate the"highway +  photovoltaic"industry development plan and establish a cross-departmental coordination mechanism.In terms of technology development,it was proposed to carry out cross-industry joint innovation and publish photovoltaic technology product catalogues and standards.In terms of the promotion model,it was proposed to explore the new model of the road economic integration and promote the marketization of the"highway +  photovoltaic"industry.In terms of pilot demonstration,it was proposed to actively promote the construction of"photovoltaic + highway station",encourage the development of innovative technology first trial,and steadily promote the engineering application of"photovoltaic + highway".
