长江干线"零排放"政策下船舶防污染面临问题及对策研究

长江干线船舶往来频繁,常年运营船舶20万条左右,船舶在航行过程产生的污染物对水域环境产生潜在影响。为从源头上防治船舶污染,自2020年起,重庆地区率先实施船舶水污染物"船上储存、交岸处置"的"零排放"治理模式,取得了一定的成效,目前"零排放"治理模式已基本覆盖长江干线。本文梳理了长江干线船舶防污染法律法规、"零排放"实施背景和现状,提出"零排放"政策下船舶污染面临的问题并给出了对策建议,为下一步船舶防污染工作提供借鉴和思路。
Research on the Problems and Countermeasures of Ship Pollution Prevention under the "Zero Emission" Policy on the Yangtze River Main Line
There are about 200000 ships in operation on the main line of the Yangtze River, The pollutants generated by ships during navigation can have potential impacts on the water environment. In order to prevent and control ship pollution from the source, Chongqing region took the lead in implementing the "zero discharge" management model of ship water pollutants "storage on board and disposal on shore" since 2020, and has achieved certain results. At present, the "zero emission" management model has basically covered the main lines of the Yangtze River. This paper reviews the anti-pollution laws and regulations of ships on the main line of the Yangtze River, the implementation background and current situation of "zero emission", puts forward the problems faced by ships under the "zero emission" policy, and gives countermeasures and suggestions.
