长江船舶水污染物监管信息系统研究

长江大保护是国家战略,同时长江航运也是中国的运输经济命脉。长江上的运输船舶及港口码头所产生的各类污染物需要统一进行环保处理,通过信息化手段,协助船舶水污染物接收、转运、处置全过程联单管理电子化,为长江船舶、港口码头、污染物接收转运处理单位提供船舶水污染物接收、转运、处置在线预约与办理服务。本文针对长江船舶水污染物监管信息系统的建设内容、总体架构、系统功能、建设成果进行归纳和研究,并对系统后期的应用提出建议。
Research on the Supervision Information System of Water Pollutants of Ships in the Yangtze River
The protection of the Yangtze River is a national strategy, and Yangtze River shipping is also the lifeblood of China's transportation economy. All kinds of pollutants generated by transport ships and ports and terminals on the Yangtze River need to be uniformly treated with environmental protection. Through information means, assist ships in the whole process of receiving and transshipment of water pollutants and managing electronic joint orders; and provide online appointment and handling services for the reception and transshipment of ship water pollutants for relevant ships, port terminals and pollutant receiving and transshipment treatment units on the Yangtze River. This paper summarizes and studies the construction content, overall architecture, system functions, and construction achievements of the Yangtze River Ship Water Pollutants Supervision Information System, and puts forward suggestions for the later application of the system.
