Analysis of Collaborative Low Carbon Transport Governance in Developed Countries under the Goal of Carbon Neutrality
In recent years,developed countries have actively implemented a series of policies related to collaborative urban transport management with different characteristics,which have effectively reduced carbon emissions and achieved a win-win situation for both transport development and environmental protection.This paper summarizes the objectives,policies and effects of low-carbon transport development in New York and London under the goal of carbon neutrality.Take this as a reference,this paper proposes useful insights for China's transport sector in terms of peak carbon dioxide emissions and carbon neutrality from four perspectives,namely,insisting on the system concept to coordinate the low-carbon synergy of various modes and fields of transport,implementing the concept of green development to improve the efficiency of input and output,attaching great importance to the demand-side transport management to achieve a balance between supply and demand,as well as establishing a sound policy system based on statistical accounting,regulations,standards,finance and taxation.
