碳普惠制下各类交通出行方式减碳量计算方法

交通碳普惠有利于向大众推广低碳出行方式,正成为交通运输行业碳减排的重要路径。本文根据已有CCER方法学及有关文献中碳排量核算公式,提出了面向多种交通出行方式的"碳普惠"减排量计算方法。以单人私人小汽车出行单位公里及单位小时的碳排量为基准线,细化核算其余交通出行方式的碳排量,进而得到市民出行单位公里及单位小时内所乘交通方式的减排量。在此计算方法的基础上,核算了碳普惠制度实施下各类交通出行方式的碳减排量,并分析了交通碳普惠的具体落实途径与挑战。
Calculation Method for Carbon Reduction of Various Types of Road Transportation under the Carbon Generalized System of Preferences
Carbon inclusive transportation is beneficial for promoting low-carbon modes of transportation to the public,and is becoming an important path for carbon reduction in the transportation industry.Based on the existing CCER methodology and relevant literature on carbon emission calculation formulas,a "carbon generalized" emission reduction calculation method for various transportation modes is proposed.This paper takes the carbon emissions per kilometer and per hour of individual private car as a baseline,and refines the calculation of the carbon emissions of other transportation modes,so that we can obtain the emission reductions of the transportation modes taken by citizens within each kilometer and each hour of a travel.Based on this calculation method,the carbon reduction of various transportation modes under the carbon generalized system of preferences was calculated,and the potential promotion approaches and challenges during the implementation were analyzed.
