内河码头污染防治技术应用分类模型研究

本文构建了基于规则分类方法的内河码头污染防治技术分类模型,提出了基于政策标准要求、技术适用性、应用基础条件、污染防治效果和成本费用5个分类属性及相应的分类标准,通过建立20个分类关系规则,将不同污染防治技术划归为"应、宜、可、严禁、不提倡"5种分类标签,最后以易扬尘货物堆存粉尘防治技术为代表进行了方案应用案例分析。该分类模型可促使内河码头从更深层次、更广范围,以更高要求采取有效的污染防治措施,实现码头污染防治精准治理。
Research on the Application Classification Model of Pollution Prevention and Control Technology for Inland River Terminals
This paper constructs a technical classification model for pollution prevention and control of inland river wharfs based on rule classification method,and proposes five classification attributes and corresponding classification standards based on policy standard requirements,technical applicability,application basic conditions,pollution prevention effect and cost.By establishing 20 classification relationship rules,The different pollution prevention technologies are classified into five categories:"should,should,can,strictly prohibited,do not advocate".Finally,the application case analysis of the dust control technology of the dust accumulation of dust cargo is carried out.The classification model can promote the inland port to take effective pollution prevention and control measures from a deeper level and a wider range with higher requirements,so as to achieve accurate pollution prevention and control at the port.
