突发事件下公路交通应急装备调度能力是各级应急装备储备机构应急能力综合效能的重要体现,持续优化装备储备机构应急装备的调度工作流程、构建高效、适用的装备调度管理方案具有重要意义。本文基于当前公路交通应急装备调度情形与一般流程,明确了日常与应急状态下应急装备调配特征差异,结合行业实际装备调度工作经验,梳理了应急装备在日常与应急时具体的工作流程,构建了基于Petri网的应急装备调配流程形式化模型,以装备调度时效为目标,优化形成了面向公路交通应急储备中心运行的应急装备高效调度流程。
Study on the Process of Dispatching for Highway Traffic Emergency Equipment
The dispatching capability of highway traffic emergency equipment under emergencies is an important embodiment of the comprehensive effectiveness of emergency equipment reserve agencies at all levels,and it is of great significance to continuously optimize the dispatching workflow of emergency equipment reserve agencies and build efficient and applicable equipment dispatching management solutions. In this paper,based on the current situation and general process of emergency equipment dispatching for road traffic,the differences in the characteristics of emergency equipment deployment in daily and emergency situations are clarified,combined with the industry's actual equipment dispatching experience,the specific workflow of emergency equipment in daily and emergency situations is sorted out,and a formal model of emergency equipment deployment process based on petri net is constructed to optimize and form an efficient and applicable equipment dispatch management scheme for highway traffic,with the goal of equipment dispatching time efficiency. The efficient dispatching process of emergency equipment for the operation of emergency reserve center is optimized to provide reference for equipment dispatching management.
