Research on the Development Mechanism and Implementation Path of Green Low-carbon Highway and PPP Integration
PPP mode has been widely used in highway projects and achieved considerable effectiveness. Meanwhile,roads is the main field of carbon emission,to realize the green and low-carbon transformation is necessary and urgent. This paper analyzes and studies how to make use of the characteristics and operation mechanism of PPP mode,integrates the concept of system coordination,ESG and full cycle theory,and combine Carbon peak carbon neutral policy and market drive,to put forward the specific implementation path and scheme of green highway implementation from five stages,so as to provide ideas and reference for realizing the green,low-carbon and sustainable development of highway in whole life cycle.
