为解决数字化基础差的问题,绍兴市结合重货行业特点确定重货碳达峰总体业务框架,搭建了绍兴市碳达峰重货领域"碳效码"应用平台,实现了对绍兴市道路货物运输领域企业碳排放情况的数字化管理。通过协同卫星定位运营商对绍兴市货运车辆安装卫星定位传感器,获取车辆的行驶里程;同时根据国省道及高速上布设的称重传感器实现车辆载重的数据采集工作,提高了车辆周转量的数据获取的准确性,进一步实现碳排放量的精准计算。此外,配套出台了《绍兴市国四老旧营运货车提前淘汰补助办法》《关于金融支持绿色交通促进低碳循环发展的指导意见》以及《保险支持货运行业低碳转型促进绿色规范发展的指导意见》等政策文件,为平台应用场景落地的实施提供了政策支撑。

In order to solve the problem of poor digital foundation,Shaoxing City determined the overall business framework of carbon peaking for heavy cargo combined with the characteristics of the heavy cargo industry,built a carbon efficiency code application platform in the field of carbon peaking for heavy cargo in Shaoxing City,and realized the digital management of carbon emissions of enterprises in the field of road cargo transportation in Shaoxing City.By cooperating with satellite positioning operators to install satellite positioning sensors on freight vehicles in Shaoxing City,the mileage of vehicles was obtained;At the same time,the data collection of vehicle load is realized according to the load sensor installed on national and provincial roads and high-speed,which improves the accuracy of the data acquisition of vehicle turnover and further realizes the accurate calculation of carbon emissions.In addition,policy documents such as"Shaoxing City's four old operating trucks early elimination Subsidy Measures","Guiding Opinions on Financial Support for Green Transportation to Promote low-carbon and circular Development"and"Guiding Opinions on Insurance Support for low-carbon Transformation of Freight Industry to Promote Green and standardized Development"have been issued,providing policy support for the implementation of platform application scenarios.
