In the context of the increasingly diverse composition of government officials in our country,how to create an inclusive atmosphere to fully leverage the advantages of various personnel has become an im-portant theoretical and practical issue.The current antecedent research of inclusive atmosphere is mostly lim-ited to the traditional quantitative research paradigm exploring the independent"net effect"of a single factor.This study argued that the construction of inclusive atmosphere required the interdependence and interaction amongmultiple organizational factors.Therefore,this study explored the construction path of multi factor cou-pling of inclusive atmosphere by adopting the fuzzy set Qualitative Comparative Analysis(fsQCA)method,bas-ing on the five conditional influencing factors of organizational atmosphere(organizational context,such as rules and regulations;organizational structure,such as allocation of post;organizational process,such as recruit-ment selection;physical environment,such as hardware facility;system value and norms,such as values),and collecting samples from 47 government departments through a questionnaire survey of 474 officials.Research has found that:Firstly,each individual factor among the five conditional influencing factors does not constitute a necessary condition for creating a strong or weak inclusive atmosphere.Secondly,there are two configura-tions that can create a strong inclusive atmosphere,namely the"background-process-values"dominant type and the"structure-values"dominant type.Thirdly,there is a configuration that creates a weak inclusive atmo-sphere,known as the"structure-environment-values"deficiency type.The research results provide a reference for decision-making on how to create an inclusive atmosphere in government departments.
