The Change Mechanism of Urban Public Safety Policies Under the Multiple Streams Flow Framework:The Policy Texts Analysis Based on 226 Documents Since the Reform and Opening Up
Maintaining urban public safety is a critical component in promoting Chinese path to modern-ization.It is of great significance for the research and governance practice of urban public safety in China to analyze the urban public safety policies and explore their transformation process.What is the underlying mecha-nism of the transformation of urban public safety policies?This is an urgent issue that needs to be explored.This study is based on the governance field in China,dividing policy streams into slow flow and turbulent flow,fo-cusing on the interactive relationship between each stream,and further revising the multiple streams flow frame-work.This study uses text analysis method to sort out 226 policy documents since the reform and opening up,summarize that the changes in urban public safety policies have gone through four stages:disaster management,emergency management,risk governance and resilience governance,and clarify the content of policy slow flow and policy turbulent flow.Research has shown that the mechanism of urban public safety policy change in-cludes:the interaction between politics and problem streams through a"leading-demand"pathway,the interac-tion between politics and policy streams through a"leading-response"pathway,and the interaction between problem and policy streams through a"demand-response"pathway.
