The pre-legislative assessment is the first gatekeeper to ensure the quality of local legislation.The purpose is to clarify whether specific legislative topics can be included in the legislative process,that is,whether legislation is necessary.In concept,the pre-legislative assessment of local legislation refers to the com-prehensive examination and systematic evaluation of specific legislative topics by local legislative bodies ac-cordingto certain standards and procedures,in order to determine whether they should be included in the legisla-tive process.The pre-legislative assessment of local legislation is inherently consistent with the requirements of scientific legislation in the new era,in line with the development of local legislation,and is a rational choice for local legislation under the current situation.The construction of a scientific and rational pre-legislative assess-ment for local legislation requires a scientific,complete and practical evaluation index system that meets the needs of local legislation.The institutional design of the evaluation index system cannot blindly pursue a"com-prehensive and all-encompassing approach",nor can it achieve precise"made to measure".Therefore,it is nec-essary to adopt a clear yet flexible,flexible yet not arbitrary form to construct.
