分析出版数据价值的动因、机理和进路,推动数据出版的理论框架构建.文章指出新质生产力赋能数据出版的动因在于供给新型生产要素、创新数据出版形态、形成数据治理新范式、催生数据出版新岗位;在梳理出版元数据价值、数字化价值以及数据化价值的基础上,分析出版业数据价值的媒介跃升与媒体融合、数据要素核心地位确立、出版数据要素加数效应走向乘数效应等演进机理;提出数据价值实现进路:以数据要素为理念,加快出版数据产品化进程;以内容数据为核心,积极构建出版数据中台;建立合规使用的数据产权制度,探索出版数据可信流通体系;完善出版数据治理机制,提升出版数据治理能力;设立首席数据官职务,引领新生产要素应用.
Data Publishing Empowered by New Quality Productive Forces:Motivations,Mechanisms,and Approaches
The article analyzes the motivations,mechanisms and approaches of publishing data value to promote the construction of the theoretical framework of data publishing.The article points out that the motivation of new quality productive forces to empower data publishing lies in the supply of new types of production factors,the innovation in the form of data publishing,the formation of a new paradigm of data governance,and the creation of new jobs in data publishing.On the basis of sorting out the value of publishing metadata,the value of digitization,and the value of data,the article analyzes the evolution mechanism of media leap and media integration,the establishment of the core status of data elements,and the evolution mechanism of publishing data elements from the additive effect to the multiplier effect.The data value realization approaches are proposed:accelerating the process of publishing data productization with the concept of data elements;actively building a publishing data middle office with the content data as the core;establishing a data property right system for compliant use and exploring a credible circulation system for publishing data;perfecting the publishing data governance mechanism and improving the publishing data governance capability;establishing the position of Chief Data Officer to lead the application of new production elements.
