Exploration of Mechanism Innovation of County and Township Social Governance System under Institutional Governance—Based on Observation of County and Township Institutional Reform in Hebei Province
It has become an important institutional arrangement to make clear the institutional relationship between counties and townships and improve the overall governance capacity of counties and townships.By reviewing the e-volution process of the county-level rural governance system,and taking the practice of county and township insti-tutional reform in Hebei Province as an example,this paper reveals the connotations of the overall system construc-tion of the three core elements of the regulatory system,the normative system and the cultural cognitive system.It is of great strategic significance to promote the reform of service-oriented government and realize the effective govern-ance of grass-roots society by means of mechanism innovations such as political guidance and incentive driving to effectively deal with many challenges of governance transformation.
