Agricultural land resources have both economic and ecological values.The ecological compensation sys-tem,as an incentive system,should be designed from both economic and ecological values.There are many legal system dilemmas in China's agricultural land protection compensation system,such as the absence of ecological function compensation system for agricultural land,unscientific setting of compensation standards,single government-led compensation model,and lack of compensation supervision.Using related theories of externality,public goods and ecosystem service function,and drawing the regulations from major countries and regions such as the United States,Germany,the European Union and Japan,a diversified,dynamic and market-oriented legal sys-tem for agricultural land ecological protection compensation should be established to systematically solve the prob-lems of the incomplete ecological compensation system for agricultural land and ultimately promote the comprehen-sive protection of agricultural ecological environment in China.
