The Exploration on Strengthening the Construction of Urban Emergency Management System under Extreme Natural Disasters
Under extreme natural disasters,the construction of urban emergency management systems plays an im-portant role in the well-being of people.Its ability to exert must be based on a complete regulatory system,a uni-fied command system,a smooth communication system,and a professional team as prerequisites.The main prob-lems that exist at present include weak awareness of emergency management among relevant departments,weak e-mergency management capabilities,weak inter departmental collaboration,and weak carrying capacity of urban lifeline systems.In response to this issue,the response path is elaborated from various aspects,such as strengthe-ning public safety education and emergency management training,establishing urban emergency management insti-tutions,constructing inter departmental network governance models,and scientifically planning and constructing ur-ban lifeline systems.
