摘要
本文通过对EOD项目的实施主体选择、用地方式、自然资源使用权、土地指标交易、特许经营权取得和水资源利用权取得等方面的合规性进行深入探讨,提出对相关法律规范及政策的优化建议,以确保EOD项目在法律框架下合法合规运作,并避免新增隐性债务风险的攀升.
Abstract
This paper aims to conduct a legal study on the compliance points of EOD(ecological protection and restoration)projects.Through in-depth discussions on the compliance of EOD project implementation entity selection,land use mode,natural resource use rights,land index transactions,concession acquisition and water resource use rights,this paper aims to put forward relevant legal norms and policy recommendations to ensure that EOD projects operate legally and legally under the legal framework and avoid the existence of new hidden debt risks.
