The Implementation Dilemma of Urban Minimum Living Security Policy Based on Mitter-Horn Model
As a basic institutional measure to ensure the basic people's livelihood,the urban minimum living security system plays a key role in urban poverty alleviation. Based on the analysis framework of Mitter-Horn model,this paper systematically analyzes the implementation of urban subsistence policy in China. The study found that the implementation process of urban living allowance policy has the following realistic dilemmas:policy targeting deviation,alienation of targeted function,low standard, insufficient resource input ,lack of inter-organizational communication and implementation mode ,weak implementation institutions,inadequate environmental conditions and different preferences of implementors. Based on this,the optimization path to improving the implementation of urban minimum security policy is proposed from the aspects of re-examining standards and objectives,promoting inter-organizational communication and innovation of implementation method transformation,strengthening the implementation of relevant agencies and the connection between departments ,creating an environment friendly for policy implementation,and guiding the value orientation of policy implementors.
