The Role of the Chinese Communist Party in the Flood Control of the Huaihe River(1939-1949)
Since the modern times,there have been many programs to regulate the watercourse of the Huaihe River,but they all turned out to be ineffective. In order to relieve the sufferings of the people along the Huaihe River,from 1939 to 1949,the CPC united the forces from all aspects to harness the Huaihe River through propaganda,education and organizational mobilization,and became the efficient mobilizer; through helping the poor and the needy and constructing water conservancy ,it brought the effective measures into play,and became the firm practitioner;and through the public debate and military struggle,it defended the achievements of regulating the Huaihe River ,and became the staunch defender. The CPC has realized the effective linkage of mobilizers,practitioners and defenders in the campaign of flood control,which reflects the image of a political party serving for the public good and exercising power in the interests of the people.
