摘要
1965 年《美国老年人法》的颁布,标志着美国老龄服务体系的初步建立.受资金等条件的限制,该体系建立之初发展迟滞.1971 年白宫老龄会议召开后,该体系迎来了大规模扩张期.80 年代初随着里根总统的上台,该体系进入变革期,在服务对象、服务内容、运行机制、筹资渠道等方面呈现出与此前不同的特征.进入21 世纪,在老龄化程度进一步加深的背景下,政府着力推进由参与者主导的个人援助计划,并且更加重视保护老年人的合法权益免受非法侵害.美国老龄服务体系发展历程中的经验和教训值得我们反思和总结.
Abstract
The promulgation of the 1965 Older Americans Act marked the establishment of the U.S.aging service system.Due to the lack of capital and other restricts,the system developed slowly in the early years.After the aging conference of 1971 in White House,the system ushered in a large-scale expansion period.When President Reagan took office in the early 1980s,the system began to under-go transformations.It presented different characteristics in the service object,service contents,operation mechanism,and fund raising compared to the past.In the 21st century,with the aging problem becoming more and more obvious,the government has made great ef-forts to promote participant-led individual assistance programs,and paid more attention to protecting the legitimate rights and interests of the elderly from illegal violations.The lessons from the development of the U.S.Aging Service System are worthy of reflection and sum-mary.
