人工智能时代,以工具性和自主性为特征的智能算法逐步由社会生活领域向行政生态领域延伸。算法已不再是单纯技术性的权力矫正工具,更是衡量和评判权力运行绩效的重要标准。掌握算法使用权的行政主体利用行政优势,整合算法信息和算法资源,规制公共权力行为,形成了一种精准有效的"隐性治理"。算法嵌入行政生态治理是对行政系统的数字化治理,遵循着程序逻辑、开放原则、价值理性和迭代更新四大规则,从而推动权力治理与数字社会共进。算法嵌入行政生态治理源于系统内部的精准治理,并渗透于行政规则、公共利益和廉政生态当中。通过增强行政生态治理的算法运用,持续提升其工具性、内嵌性和可塑性的整体功能,从而以数字化方式助推行政生态治理体系和治理能力的现代化。
The Embedding of Algorithms in Administrative Ecological Governance: Logic, Approach and Implication
In the era of artificial intelligence, intelligent algorithms characterized by instrumentality and autonomy are gradually extending the scope from social life to administrative ecology. Algorithms are no longer just a purely technical power correction tool, but also an important standard to measure and evaluate the performance of power operations. The administrative subject that masters the right to use algorithms exploits administrative advantages, integrates algorithm information and resources, regulates public power behavior, forming a precise and effective "implicit governance". The embedding of algorithms in administrative ecological governance is the digital governance of the administrative system, which follows the four rules of procedural logic, open principle, value rationality and iterative updating, so as to promote the power governance and the digital society. It originates from the precise governance within the system, and permeates the administrative rules, public interests and incorrupt government ecology. By enhancing the utilization of algorithms in administrative ecological governance and upgrading the overall functions of its instrumentality, integration and malleability, the modernization of the administrative ecological governance system and governance capability can be promoted in a digital way.
