Practice and Experience of Consultation and Co-governance in the Renovation of Old Urban Residential Communities—Based on the Investigation of Community L in City M
The renovation of old urban residential communities is an important part of the implementation of urban renewal action,and is the concrete reflection of"steady growth,structural adjustment,and livelihood-improving".On the surface,the renovation of old urban residential communities is to change the architecture,environment and space,but in essence,the transformation is a complex social system project,involving the diversification of relevant subjects,diversified interest patterns,and the complexity of conflicts and disputes.The difficulties in the renovation and renewal of the residential communities are mainly the coordination of multiple subjects,the balance of interests of all parties,the solution of many kinds of problems,and the consensus among multiple parties.As a governance method that can effectively resolve conflicts and reach consensus,consultation and co-governance is an effective way to solve the problems in the renovation of old urban residential communities,and can promote the improvement of the grass-roots governance system and the improvement of grass-roots governance capacity,so as to build a"co-construction,co-governance and sharing"grass-roots governance pattern.Through systematic and in-depth case analysis,it reveals the key role of consultative democracy and pluralistic co-governance in the renovation process of old urban residential communities,finds effective ways to organize,guide and coordinate,and discusses the practical experience of sustainable renovation of old urban residential communities under the guidance of the principle of consultation and co-governance.
