College students are the new force in the internet, and internet literacy has gradually become an important component of their comprehensive literacy. The concept of network literacy is closely related to social and cultural development, and it has the characteristics of modernity and diversity in semantics. The definitions of network literacy in the existing literature were analyzed, a grounded theoretical research paradigm was adopted, and three new interpretations of the connotation of network literacy were obtained:network responsibility, network efficiency, and network participation. Based on this, corresponding educational practice inspirations were proposed.
