摘要
科技应该服务于人类,在全面分析科技与伦理互动的逻辑辩证基础上,面对科技快速发展引发的科技成果市场化面临伦理调控真空地带,科技人员利益和风险抉择之间的摇摆,以及科技伦理责任追究机制的空缺等伦理挑战.新时代实现科技与伦理和谐互动,既要制定科技伦理治理的法律规范,建立科技伦理审查制度,实现从科研项目研发到应用的全过程管控,又要完善科研人员科技伦理自律机制.
Abstract
Science and technology should serve human beings. Based on a comprehensive analysis of the logical dialectics of the interaction between science and technology ethics,the ethical challenges caused by the rapid development of science and technology were expounded,such as the vacuum of ethical regulation in the marketization of scientific and technological achievements,the vacillation between the interests and risks of scientific and technological personnel,and the vacancy of the mechanism of ethical responsibility for science and technology. To realize the harmonious interaction between science and technology ethics in the new era,it is necessary to formulate legal norms for the governance of science and technology ethics,establish a review system of science and technology ethics,realize the control of the whole process from research and development to application of scientific research projects,and improve the self-discipline mechanism of science and technology ethics of researchers.
