低空经济中的空域管理与安全监管研究

摘要
2021年至今,低空经济发展迅速,以无人机为代表的轻型航空器被广泛应用于工业生产和交通运输,为经济增长注入了新动力的同时,对空域管理和安全监管也提出了更高的要求.通过探讨低空经济中空域管理与安全监管的现状、分析存在的问题并提出应对建议.对于空域管理存在的资源不足、空域环境复杂等问题,建议通过完善法规体系、强化空域协调等8种手段加以改善.对于安全监管中存在的安全标准模糊、地区标准差异大等问题,提出了明确安全标准、丰富监管手段等5种改进建议.当前我国低空经济发展前景广阔,潜力巨大,提升空域管理和安全监管的质量,将助力低空经济的健康平稳发展.
Abstract
Since 2021,the low-altitude economy has developed rapidly,and light aircraft represented by drones have been widely used in industrial production and transportation,which has injected new impetus to economic growth,and also put forward higher re-quirements for airspace management and safety supervision.The purpose of this study is to discuss the status quo of airspace manage-ment and safety supervision in the low-altitude economy,analyze existing problems,and put forward countermeasures.As for the problems in airspace management,such as insufficient resources and complex airspace environment,it is suggested to improve the eight means such as improving the legal system and strengthening airspace coordination.For the problems in safety supervision,such as fuzzy safety standards and large differences in regional standards,five suggestions are put forward,such as clarifying safety stan-dards and enriching supervision means.At present,China's low-altitude economy has broad prospects for development and huge po-tential.Improving the quality of airspace management and safety supervision will help the healthy and stable development of the low-altitude economy.
