From the perspective of "double integration", the tourism development of historical and cultural resources in modern Tianjin city is based on the dual perspectives of internal and external tourism industry. This paper analyzes the problems existing in the tourism devel-opment of historical and cultural resources in modern Tianjin city from the perspective of "double integration", and puts forward the counter-measures for the tourism development of historical and cultural resources in modern Tianjin city.
