Under the high-quality development strategy of culture and tourism integration,it has a far-reaching impact on the devel-opment of tourism in historical and cultural areas in the northern China.By taking Daming County in Hebei Province as an example,through sorting out the local historical and cultural heritage and tourism resources,and analyzing and excavating the local characteristic culture,this paper proposes to make the historical and cultural areas into tourism IP scenarios and set up unique scenarios.By coordinating all aspects of resources,it can promote the whole-region tourism of the county and even the township,so as to promote the further development of rural cul-tural and tourism integration.At the same time,as a poor county in the north,the economic development of Daming County is lagging behind,and there are some problems such as the lack of timely cultural relic protection,the shortage of special funds,and the lack of tourism publicity.In view of these problems,this paper proposes a series of solutions such as resource integration and coordinated development,improving the management mechanism,and excavating the characteristic culture of the region.By gathering the advantages of cultural and tourism develop-ment resources,it can promote the unification of cultural value and economic value in the development of rural cultural and tourism industry,and realize the double harvest of humanities and economic development.The conclusion draws the coupling research on the integration of culture and tourism in historical and cultural heritage areas,including promoting the development of economy and industry,promoting the organization cooperation mode,creating tourism IP and enabling high-quality development and other measures on the impact of economy and industry development,tourism brand and promotion,and social and cultural heritage.
