Evaluation and construction of emergency rescue capability factors for sudden incidents based on AHP
It is crucial to conduct a comprehensive assessment of the emergency management capabili-ties of Ankang City in Shaanxi Province in order to enhance its capability to respond quickly and effec-tively to frequent geological hazards. This paper uses the Analytic Hierarchy Process(AHP)to con-struct a targeted emergency rescue capability evaluation system including seven core elements, namely areas prone to geological hazards, topographical conditions, population density, road network distribu-tion,water system distribution, emergency material reserves, and rescue teams. The system can not only clarify the relative importance of each factor through the construction of judgment matrices, but also can calculate the specific weights of each influencing factor,it can provide decision-making and scien-tific basis for local government in the construction of emergency rescue capabilities and emergency management. The research results of this paper will help to improve city's rescue efficiency and effec-tiveness in emergencies, and to contribute wisdom and strength to the protection of people's lives and property safety.
