基于第三次国土调查的复耕地块选取方法研究

由于我国耕地"非农化"和"非粮化"问题,以及"林(园)粮争地"愈演愈烈的现象,耕地面积呈减少趋势.为保证基本耕地红线不变,本文基于第三次全国国土调查成果,利用ArcGIS软件平台,提出了 一种精准筛选即可恢复地类、工程恢复地类中适宜复垦地块的方法,并以社会效益与工程效益最优为准则,力争增加耕地,实现二者的最佳平衡.该方法可快速实现可复耕地块的筛选,为大规模的全域土地综合整治提供参考,对耕地的保护及相关政策的制定具有重要的现实意义.
The selection of reclaimed land parcels based on The Third National Land Resources Survey
The arable land area is declining sharply in recent years due to the problems of"non-agricul-ture"and"non-grain conversion"for arable land in China,as well as the increasingly intensed"forest(garden)and grain land competition"in land using.Therefore,a precisely selecting method for suitable reclaimed land from ready-to-be recoverable land and engineering recoverable land types is put forward in this paper to ensure that the red line for basic arable land remains unchanged by using the data from The Third National Land Resources Survey.It is helpful to increase arable land area and to get better balance between social and engineering benefits by using the ArcGIS software platform,and by comprehensively considering the optimal social and engineering benefits as the guiding rules.This method can be used to quickly select the arable land parcels and provide useful references for the large-scale comprehensive land consolidation,it has important practical values for the protection of arable land and the development of related policies.
