生态保护修复工程实施方案的投资估算方法

摘要
生态保护修复工程实施方案的编制是此类项目审批和建设的重要依据.投资估算是生态保护修复工程方案编制的重要内容,是项目工程实施和验收等的重要依据.在没有专用的生态保护修复预算编制标准的情况下,本文以陕西省商洛市某河上游流域为例,介绍了编制国土空间生态保护修复工程实施方案中投资的估算方法,因生态保护修复工程内容与土地开发整理项目工程内容具有相似性,建议直接使用或调整后使用《土地开发整理项目预算定额标准》中的预算定额和预算编制方法.本文所述的投资估算方法计算结果准确,操作便捷,估算全面,具有可推广性.
Abstract
The preparation of the implementation plan of ecological protection and restoration projects is an important basis for the approval and construction of such projects,and the investment estimation is an important part of the preparation works and an important basis for the implementation and acceptance of the projects.In the absence of a special budget preparation standard for ecological protection and restora-tion,the upper reaches of a river in Shangnan County,Shangluo City,Shaanxi Province is taken as an example in this paper to describe the investment estimating method,because of the similarity between the contents of the ecological protection and restoration projects and those of the land development and con-solidation projects,the budget quota and budgeting method in the Standard for Budget Quota of Land Development and Consolidation Projects can be used directly or after modification.The computations from the investment estimating method described in this paper is accurate,and the method is convenient,com-prehensive,and can be widely used.
