The Regulations on Water Conservation (hereinafter referred to as the "Regulations") is China's first comprehensive administrative legislation on water conservation.The Regulations stipulates that China should improve policies and measures to encourage and support the development and technological innovation of water-saving industries,providing institutional guarantee for their growth.We sorted out the provisions related to the development of water-saving industries,and analyzed both the opportunities for these industries and the challenges for high-water-consuming sectors,rural residents and agricultural production.We also propose policy suggestions for water-saving industries focusing on policy improvement,technological advancement,market development,and enhanced supervision.The findings serve as references for accelerating the development of new productive forces and promoting the high-quality development of water-saving industries.
