Impact of Mountain Flood Disasters and the Path of Resilience Enhancement in Typical Towns:A Case Study of Lichuan County
Urban areas are a top priority for flood mitigation and disaster reduction.To further improve the response capacity to mountain flood disasters in urban areas,this study takes Lichuan County,a typical mountainous area in Jiangxi Province,as research object.Through historical flood investigations,elevation surveys of residential houses along the river,and river cross-section measurements,the current flood prevention capacity is evaluated.A relationship between hydrological and socio-economic factors is established,which can be used in the assessment of flood impacts and the determination of water level warning indicators.A flood disaster prevention and control strategy based on the concept of resilience is proposed,including government-led,multi-principal synergistic governance,eliminating shortcoming,comprehensively enhancing disaster resilience capabilities,promoting harmony along the waterfront,integrating functions from multiple aspects,and digital empowerment for transformation upgrading by relying on"smart".The research outcomes can provide references for decision-making on county-level response to extreme mountain flood disaster in the new era.
