Reflections on Legislation for Green Transformation
Promoting the comprehensive green transformation of economic and social development is an inherent requirement of high-quality development and an essential path to achieve harmonious coexistence between human and nature.In recent years,local governments have been accelerating the pace of green transformation legislation,solidifying the responsibilities of relevant subjects,supporting policies,reward and punishment mechanisms in legal forms to address systemic barriers,so as to ensure regional green transformation and development.This paper analyzes the current international and domestic legislation on green development and green transformation,and provides relevant recommendations for the challenges faced in local legislation from the aspects of defining the scope and boundaries of legislation,determining the legislative goals,achieving key systematic breakthroughs,and assessing effective of legislation implementation.
