Analysis of Local Government Special Bonds Program for Water Conservancy Integrated Project:A Case Study on Riverside Garden Complex Project
Local governments actively issue government special bonds to alleviate fiscal pressure brought by funding requirements for infrastructure construction projects.The principal and interest repayment funds for government special bonds come from government funds revenue or special items revenue corresponding to public welfare projects.Despite water conservancy projects show prominent public welfare property,they are still experiencing the problem on insufficient income when applying for government special bonds.This issue can be addressed by packaging and integrating non-water conservancy operational projects with high market preference,and expanding the income sources of projects to achieve self-balancing between income and financing.In addition,taking riverside garden complex project as a case study,deeply exploring the project income can achieve a financing balance for integrated project in applying for local government special bonds.
