Dilemmas and Solutions of the Connection between Pollutant Discharge Permit System and Environmental Impact Assessment System
Pollutant discharge permit system and environmental impact assessment(hereinafter referred to as"EIA")system are two major environmental protection systems,their connection in the stages of approval,regulation,accountability and punishment helps to form a synergistic effect.This paper analyzes the current dilemmas in the connection between pollutant discharge permit system and EIA system,such as the unsmooth connection between pollutant discharge permit application and EIA approval under current legislative norms,the poor connection between pollutant discharge permit supervision and EIA supervision,and unreasonable accountability and punishment measures for pollutant discharge permit system and EIA system.Furthermore,suggestions are proposed such as adapting a classification management approach to weaken the EIA approval process,establishing a legislative and enforcement linkage between pollutant discharge permit supervision and EIA supervision,reasonably defining the legal obligations of construction units,and improving the accountability mechanism of the ecological environment departments,with the aim of providing institutional support for building an ecological civilization and optimizing the business environment.
