青海省山洪灾害风险预警现状及对策研究

山洪灾害气象风险预警作为一项重要的非工程措施,在山洪灾害防治中得到了广泛的应用.青海省利用物联网、智能感知、大数据、云计算等技术,搭建了山洪灾害防御智慧管理平台,实现了山洪灾害气象实时预测预报、短期临近动态预警和实时监测预警有机结合.在青海省山洪灾害风险预警现状及取得成效的基础上,分析了青海省山洪预警工作在基层技术力量、风险预警业务、风险预警系统和预警时效精度等方面的共性问题,并提出了对策建议,以期为未来山洪灾害预警和防治提供科学依据.
Current Situation and Countermeasures of Mountain Torrent Disaster Risk Warning in Qinghai Province
As an important non-engineering measure,meteorological risk early warning has been widely used for the prevention and control of mountain torrent disasters.Using Internet of Things,intelligent perception,big data,cloud computing and other technologies,Qinghai Province has built an intelligent management platform for mountain torrent disaster prevention,combining real-time meteorological forecasting and prediction with short-term and near dynamic early warning and real-time monitoring early warning.Based on Qinghai's current situation and achievements in mountain torrent disaster warning,we analyze the common problems in mountain torrent disaster early warning for Qinghai Province from some aspects:grass-roots technical force,risk early warning business,risk early warning system,and precision of early warning time limit.Corresponding countermeasures are proposed as scientific basis for future early warning,prevention and control of mountain torrent disasters.
