Regional Integration and Urban Carbon Efficiency——An Empirical Study Based on Urban Agglomeration Policy
Committed to promoting the free flow and integrated interaction of production factors among regional sectors,urban ag-glomerations are the clustered form of regional integration development,serving as an important spatial carrier for building a new de-velopment paradigm and boosting high-quality development.This paper,based on the establishment and expansion of 19 urban ag-glomerations in China from 2007 to 2019,employs the method of difference-in-differences to estimate the impact of urban agglomer-ation policies on urban carbon efficiency.Furthermore,from two aspects of economic integration and transportation integration,it ex-plores the transmission paths of urban agglomerations on carbon efficiency.The results show that urban agglomeration policies can drastically bolster urban carbon efficiency and improve the degree of market integration by lowering market barriers among different cities institutionally;physically they increase the number of inter-city trips and shorten travel time,thus enhancing transportation convenience and creating favorable conditions for the free flow of elements,which positively impacts carbon efficiency.Heterogene-ity analysis indicates that differences exist in the integration level of different urban agglomerations and the effect on carbon efficien-cy is not significant in the nurture and development stages.Convergence analysis suggests that integration facilitating the formation of the division of labour network within urban agglomerations will intensify industrial structure differences and is not conducive to the convergence of carbon efficiency while improving its average level.This study not only expands the research on regional integra-tion and urban agglomerations from the perspective of carbon efficiency but also provides references for improving resource utiliza-tion efficiency and high-quality economic development according to the carbon peaking and carbon neutrality goals.
