"增量"是否"提质":数字经济对灵活就业质量的影响

数字经济发展正推动我国就业市场发生新的变革,新就业形态加速涌现,灵活就业已经成为劳动力的主要选择之一,但"增量"的同时,如何提高灵活就业质量日益成为我国面临的重要现实问题.本文利用中国劳动力动态调查数据,基于灵活就业不同于正规就业的独有特征,探索性地测度了灵活就业质量,并考察了数字经济对灵活就业质量的影响、分维度差异及作用机制.研究发现,灵活就业者多为男性、农村户籍、高龄以及低学历劳动者,且其工作收入低、工作强度大、工作得不到保障等问题广泛存在,就业质量普遍较低;基准回归发现,数字经济发展显著提高了灵活就业质量,这主要体现在数字经济发展对灵活就业工作收入以及工作自由度显著的正向影响中;异质性分析发现,数字经济发展对新生代、低人力资本、雇员型以及非农业户籍灵活就业者的就业质量提升作用更强;机制分析表明,数字经济发展可以通过培养灵活就业新业态与提高灵活就业者数字素养进而提高灵活就业质量.本文的结论有助于对政府进一步提升庞大的灵活就业群体就业质量,实现更高质量的发展与共同富裕.
Does Increment Improves Quality:The Impact of Digital Economy on the Quality of Flexible Employment
The digital economy has brought new opportunities for the development of China's job market.The emergence of new forms of employment has accelerated.Flexible employment has become one of the main choices for the labor force.Reality.Based on the characteristics of flexible employment different from formal employment,this paper uses the data of China's labor force dynamic survey to measure the quality of flexible employment exploratoryly,and examines the impact of the digital economy on the quality of flexible employment,subdivision differences and unique mechanisms.The study found that:males,rural household registration,el-derly and low-educated labor are the main sources of flexible employment,and problems such as low income,high work intensity,and job insecurity widely exist,and the quality of employment is generally low;benchmark regression found,the development of the digital economy has significantly improved the quality of flexible employment.After selecting appropriate instrumental variables to overcome endogenous problems and a series of tests,the conclusion still holds.The sub-dimensional regression found that the effect of the development of the digital economy on improving the quality of flexible employment is mainly reflected in the significant posi-tive impact of the development of the digital economy on the income of flexible employment and the degree of work freedom;The em-ployment quality improvement effect of low human capital,employee type and non-agricultural household registration flexible em-ployment is more significant;mechanism analysis shows that the development of digital economy can improve the quality of flexible employment by cultivating new forms of flexible employment and improving the digital literacy of flexible employment.The conclu-sions of this paper have important reference significance for the government to further improve the employment quality of the huge flexible employment group and achieve higher-quality development and common prosperity.
