人工智能、劳动错配与人口流动

将人工智能发展、劳动错配和人口要素流动纳入统一分析框架,从理论和实证角度阐释三者的内在关系和作用机制.数理模型推导发现,人工智能切实改善了人口流动趋势,且通过有效矫正劳动错配更加显著地促进人口流动.基于理论分析,本文进一步采集2010-2018年个体、企业和地级城市三个层面的面板数据进行实证检验,实证结果显示:(1)人工智能引致了人口在区域间的双向流动;(2)机制检验说明,矫正劳动错配是人工智能改善人口流动趋势的关键变量,人工智能通过提高资源配置效率更加显著地促进了人口的流动;(3)人工智能对人口流动的影响呈典型的非均衡事实特征.结合当前我国发展实际,提出准确把握人工智能发展规律,切实发挥人工智能对劳动错配的矫正作用以及重点关注人工智能发展的典型异质性特征等政策建议.
Artificial Intelligence,Labor Misallocation and Population Floating
Integrating the development of artificial intelligence(AI),labor misallocation,and population floating into a unified analyt-ical framework,this paper elucidates their intrinsic relationships and mechanisms from a theoretical and empirical perspective.Ac-cording to the mathematical model derivation,AI effectively improves population mobility trends and significantly promotes popula-tion floating by correcting labor misallocation.Based on theoretical analysis,this paper collects panel data at the individual,enter-prise,and prefecture city levels from 2010 to 2018 for empirical testing.The results show the following:(1)AI induces the two-way flow of population among regions;(2)Mechanism testing indicates that with correction of labor misallocation as a key variable to en-hance population mobility trends,AI can facilitate population floating more markedly by means of raising resource allocation efficien-cy;(3)The impact of AI on population mobility exhibits typical non-equilibrium characteristics.Combining the current realities in China,the paper proposes policy suggestions including grasping the development laws of AI,giving full play to its corrective role on labor misallocation,and focusing on the typical heterogeneity characteristics of its development.
