产业转移能否实现经济与低碳协同发展——基于国家级承接产业转移示范区的碳减排效应视角

科学分析我国区际产业转移中的碳转移效应,有利于推进产业转移与绿色低碳协同发展.以国家级承接产业转移示范区政策为准自然实验,基于2007-2019年中国258个地级市的面板数据,运用渐进双重差分模型评估产业转移中的碳排放效应.研究表明:国家级承接产业转移示范区设立总体上显著提高了所在地碳排放水平,在经过一系列稳健性检验后,该结论依然成立;示范区政策抑制了产业结构合理化与绿色技术创新发展,以及弱化了环境规制,进而加剧了碳排放;西部地区与无明确承接区域的示范区带来了更为显著的碳排放,示范区设立提高了周边地区碳排放,但降低了产业转出地碳排放.本文为辩证审慎看待我国产业转移所存在的碳排放问题提供了学术参考,并为实现全国碳减排与产业空间优化提供了政策启示.
Whether Industrial Transfer Can Achieve Synergistic Development of Economy and Low Carbon——A Perspective Based on the Carbon Emission Reduction Effect of National-level Demonstration Zones for Receiving Industries
Scientific analysis of the carbon transfer effect in China's interregional industrial transfer is conducive to scientific promo-tion of the coordinated development of industrial transfer and green low-carbon.Based on the panel data of 258 prefecture level cit-ies in China from 2007 to 2019,the impact of national industrial transfer experimental zone policies on carbon emissions is assessed using the staggered DID model.The research shows that the national policy of undertaking industrial transfer experimental zones has significantly improved the local carbon emission level in general.After a series of robustness tests,the conclusion is still valid;The policy of the experimental zone inhibits the rationalization of industrial structure and the development of green technology innova-tion,and weakens the environmental regulation,thereby increasing carbon emissions;The western region and the experimental zone without clear undertaking area have brought more significant carbon emissions.The establishment of the experimental zone has im-proved the carbon emissions of the surrounding areas but reduced the carbon emissions of the industrial transfer.This paper provides academic reference for a scientifically dialectical and cautious view of the carbon emissions issues in China's industrial transfer,and important policy enlightenment for realizing national carbon emission reduction and industrial space optimization.
