On the Governance Measures and Significance of the Qing Government to Jimsar
Qing Dynasty is an important development period in the history of Jimusar.During this period,as an important reclamation base,Jimusar played a strategic role in supporting the military and political system of the East-ern Tianshan Mountains with Urumqi as the center.Therefore,the Qing government still attached great importance to the management of Jimusar,and adopted many measures,such as setting up officials and stationed soldiers,cultivat-ing farmland and immigrants,opening horse factories,building castles,and developing culture and education,which achieved obvious results,making the Eastern Tianshan Mountains including Jimusar a relatively stable area under the rule of the Qing Dynasty in Xinjiang.This made it possible to maintain control of the eastern Tianshan Moun-tains and use it as a strategic base for the recovery of Xinjiang in the reign of Tongzhi emperor for Qing Dynasty.
