摘要
随着人才强国战略的全面实施,人才特别是高层次人才竞争日益激烈.在新发展格局下,新疆高校作为优秀人才的聚集地和人才培养的主阵地,面对"变局、困局、危局",既要抢抓高层次人才工作的重大机遇,创新思路、主动变革;又要结合新疆高校实际,明确高层次人才的界定,制定高层次人才队伍建设总体规划,做好顶层设计,在引育力度、平台驱动、体制机制上创新管理,健全高层次人才队伍建设机制.
Abstract
